It's a program. It lets you add people and you can IM but you can also talk over mics and through video too if you have a webcam.

Not email. When you make an account you get a Skype Name. Then you search their Skype Names and add them. if they add you back then you and IM and call.
It's like Facebook but with names instead of emails. You can put your email on your profile though.
